This Hawk have been seen in Brazil and has blackich and white plumage.
Im thinking of Harlan's Red Tailed Hawk. Am I right?

Looks dead-on for an adult Harlan's Red-tailed Hawk. Nice call on a fairly obscure bird!

It really seems a lot like the Harlan's Red Tailed Hawk, but I have looked the Brazilian birds list up, an the bird doesn't appear on it.

Bingo! That's brilliant detective work. You've hit the nail on the head and are forcing me to think outside the box.
Yes, upon researching this topic further I realize that Harlan's Red-tailed Hawks winter in the United States. And even more importantly, your bird has very long wingtips that extend past the tip of the tail. This is very unusual in the Buteo genus and I only know of two species that come to mind with this feature: Swainson's Hawk and White-tailed Hawk. I think we can rule out Swainson's because an individual with this belly pattern should also show a strong face pattern. The White-tailed Hawk, however, has especially long wingtips and can show that funny breast stripe. Here is an example that approaches your bird, though you have to realize that they vary all the way from nearly all black to pretty much all white underneath (your bird seems in between):

I think your bird is a White-tailed Hawk and I'm sorry that I overlooked the long wingtips when I first looked at your photo.

I looked the Brazilian bird's list up again and found the White-tailed Hawk. So the Hawk really might be one of these.
