On my bird feeder with Grackles and Red Wing Black Birds was a black bird, similar in size, with a 3/8 inch white ring around the neck, slightly larger at the chest,  and five white tail feathers over black.     I have never seen this bird before.     The Grackles were eating peanuts along with the Blue Jays and the Woodpeckers, but the Red Wing and White Tail only took sunflower seeds.       Does anyone know what this bird is?

I think you've probably got a leucsitic grackle or red-wing.  Does it have the long tail, larger size, and proud, strutting gait of a grackle, or is it more stocky and stubby and less iridescent like a red-winged blackbird?
