ok... so what is it? I would say either Alder or Willow Flycatcher...
Given the location, the ID is even trickier than normal Empidonax IDs. Alder is out of range, but Willow, Least, Hammond's, Dusky, and Gray Flycatchers are all present during migration (April 21st would be the proper time of year for all the above species).
However, the drabness of the bird and the thin bill have me leaning towards Gray Flycatcher. Dusky and Hammond's have shorter, thicker bills, and a more distinct eyering, sometimes a slight crest as well. Least have very short primary projection, usually the primaries are held away from the tail. I would expect a Willow to have a thicker bill. Additionally, Gray Flycatcher are found perching on wires like this more often than other Empidonax species.

I hate flycatchers. Pretty birds but geez, unless they sit, pose, turn 90 degrees left, sing two or three verses of their favorite, and sit down for a 2 minute speed date chat they are just a pain to ID. I propose we lump them all into one species called Ubiquitous Flycatcher.
