I was fishing Lake Powell, Utah 3 weeks ago and was surprised by a bird sitting on a branch just above the water in the back of a canyon. I thought it was a penquin from afar that was hunched over but as i got closer it had bright yellow webbed feet. it was a dusty almost powder blue. About 12-16 inches tall. It's unique feature was a a long black strand that came off the back of it's head and extended about 4 to 6 inches down it's back. It didn't hop rather it walked with a stride. no waddle. It acted unafraid and almost territorial as we came close to it. There are a lot of crows/ravens around and this was about the same size. Any ideas? I tried the search function here which is great but admittedly lost patience as I wasn't getting even a family of birds that looked close. Any help would be appreciated
