Looks like a Snowy Plover to me.

I was going to say, sorry if you were looking for Piping Plover, that's a Snowy Plover -- all black, thin bill and black legs. 

EDIT: Piping has usually some discernible bit of orange at the base, even in the winter and doesn't have black legs

I'm thinking Snowy Plover, because of the 3rd dark patch behind the eye.
