Looks like a Franklin's to me because of the prominent white eye ring and the prominent white wing tips. Seems to be out of range for you, but checked eBird and there have been sightings in your area. Could be migrating. I would wait for second opinion.

I am going with Laughing Gull. Longish drooping bill. Extensively dark underwing. Although there is white spotting on the folded wingtips I do not believe it is enough for Franklin's.
I would not consider Franklin's out of range anywhere in Texas. That is the main state they migrate through.

It looks like Laughing to me too. Too bulky for Franklin's.
