A hawk that dark in the Florida Keys is almost definitely a Short-tailed.
Could it be a dark morph Red-tailed Hawk?

Dark morph Red-tailed Hawks are predominantly Western birds. One in Florida would be rare.
I think the wing shape is too broad for Red-tailed anyway.

The only dark morph Red-tails are Harlan's and Calurus and both are western sub-species only occasionally straying east of the Mississippi. I don't think one would ever make it to S. Florida..
