This bird was far away and the picture is out of focus, but I think it is a red-necked grebe. It was seen on April 8, 2012 in Victoria, BC.

More like a grebe-headed wave crest! At first I was trying to make the head and neck into an entire bird, and couldn't understand how everyone found it so easy to identify. But yeah, now I agree.
