I never really got a look at the front, but here are a couple of views. I'm guessing juvenile red tailed, but not sure at all. Seen yesterday at Nisqually Wildlife Refuge (~60 miles south of seattle)

A juvie Red-tailed Hawk. I think the bands on the tail are semi-diagnostic.
