Ferruginous Hawk?

I am working on getting some information on this photo a friend of mine took of what was once a rabbit and its ultimate nemesis. My first guess is a Ferruginous Hawk, but since my friend is in the Chicagoland area it would seem unlikely especially in such an obvious residential area. Is theree anything else this could be? I will post location once I get it from him. Thanks!

Looks like a borealis Red-tailed Hawk to me. They can be very pale. Often the belly band isn't visible. Ferruginous would have a larger bill, a grayish head, and russet wings.

That would make more sense to me, but I have never seen a Red-tailed so light and so gray...

You can even see the red tail on it.
