unidentified flying raptor

I live in Northern WI and this bird was flying over our house in the morning. I've only come up with it possibly being a Northern Harrier but wasn't sure. It's not the best pic but I thought maybe someone would know what it is. Thanks.

With the dark carpal (wrist) patch and the pale head, this look a bit more like a Rough-legged Hawk to me.

I think Rough-legged Hawk, also. The "square" on underside of the wing is usually a good field mark.

I think the only other raptor with that dark square Pat mentioned is an Osprey, and since those aren't easy to get confused it's a great field mark. Nice one!

Very nice photo. I'm having such a struggle with photographing birds around here because there are so many trees on my property that it is difficult to get a clear shot.
