Okay someone else asked me what these two birds were and I am stumped. Possibly because the quality of the pics isn't great. I think #1 is an Osprey but the coloring looks weird. Can anyone help?

Was this like a rehab center or something? Why are the birds shackled?
The photos are tagged with AEF, and a quick google search led me to the American Eagle Foundation. Their site says that focus on bald eagle recovery, but they also have a bunch of other birds of prey that are non-releasable for one reason or another.

This (per the person I posted these for) is some place where injured raptors are brought, and they cannot be released back into the wild because of the extent of their injuries.
