Looks more like a female Summer Tanager to me. I would expect a Painted Bunting to have a smaller bill.

Yeah, there are several in this area and I have taken a few photos of a female summer tanager, but not from this angle and wet. The bill looks too long for a bunting, and it is larger than a bunting, or at least the ones I have seen. Thanks for an answer.

I'd look at female Northern Cardinal. The angle in the bill is typical of Cardinalids, and the red color visible in the tail and crown don't really fit much else.

I'm sure this isn't a Northern Cardinal. Their bills are much smaller and more conical, and they usually show some sign of a crest, even at this angle.

Not to mention that their bills are bright orange.
