Is this little cutie an indigo bunting? I saw him today in Southeast Michigan.

I would say this is an Indigo Bunting. The other option would be a Blue Grosbeak, but the bill doesn't appear to be the right shape.

Agree with Indigo Bunting, just had my first of the year a week or two ago (NY state).
