I saw this today in Northern Utah, at first I thought it was a sparrow, but none of the sparrows in the Sibley guide have black bills. Is it a red-winged female blackbird?

Confirmed.
Good timber does not grow with ease:
The stronger wind, the stronger trees.
The further sky, the greater length,
The more the storm, the more their strength.

When you are trying to ID a Sparrow and it just doesn't look quite like a Sparrow, chances are that it's a female RWBL. Certainly one of the most annoying birds in bird-dom.
We call them Not-a-Sparrows.
