I saw a white bird that looked almost like a cross between a Snowy Owl and a Mourning Dove. It was big, with a dovelike tail and wings, but it had an owlish head. Solid white all over, I think.

What do you mean by an owlish head? Was it feathered like an owl (obscuring th ebeak almost) or flat looking?

A male would be grey, but I suppose he could be what's called a light morph. All Harriers, no matter what sex or age have a white band over their rumps.
Not that I am doubting you, but keep in mind that the memory is a fickle thing. What you remember as white could be something slightly different. All of us have had to admit that what our memory says and what a later photograph can prove can be two totally different things. People here often remember one thing, then go back and photograph something else.

I am sure that when I first saw it, it looked completely white. I didn't see its back too well though.

There are a few breeds of fancy pigeons called Owls but they don't get any bigger than your average street pigeon and if your refering to the breed known as Jacobins (see various pics here; http://images.search...1&cop=&ei=UTF-8), they cannot see well enough to survive in the wild for more than a day ot two. It sounds to me like a male Northern Harrier.

When I saw my first male Northern Harrier, it appeared very white (at first I had thought it was a Ring-billed Gull!). I guess it depends on the lighting, though it was quite overcast when I saw my male. I can imagine how white they would appear on a sunny day.
