I have been going through a book on the birds of Costa Rica and I can not ID this bird. It looks like it is near a nest in a large riverside tree.

I think it looks a lot like a juvenile Gray Hawk, but they're pretty similar looking to juvenile Common and Mangrove Black-Hawks. So given where you were and based on the range maps in my book, I'm going to say Gray Hawk.
