What is this Gull?

I took this shot in New York close to Statue of Liberty Island in June 2008, it is a juvenile, but what type? the closest i found is great black backed Gull, can someone confirm?

Looks like a 1st summer Herring Gull to me (i.e. it would have hatched in the summer of 2007). A Great Black-backed Gull would have a bigger, heavier bill (believe it or not), a whiter stomach, and a largely white tail.

Is there a difference in leg color also??

Not really -- both will have pink legs as adults, and they both can show anywhere from grayish to pink color as immatures. Lesser Black-backed Gulls will have yellow legs as adults, but as immatures the leg color doesn't really stand out.
