Cassin's Finch?

I am leaning towards Cassin's on this one because there is not streaking on the flanks that I can see.

What do you think?

I saw him on a Mountain Top perched among some quaking aspens in Southern Utah, Cedar City area between Cedar Breaks and Kolob Reservoir.
