Now, to answer your questions. I have no doubt the bird could survive the winter in your area. Most birds migrate because of lack of food not cold weather. I think the bird would do just fine with pigeons, although, if it can't fly you should keep an eye on it and be prepared to intervene if the pigeons should start to harass the dove. I raised pigeons for many years and I know from experience, as I'm sure you do as well, that they can be mercilous when they decide to go after another bird in the coop and that bird can't get away. A good rule of thumb for cages is; width twice the wingspan and enough length to give the bird enough space to fly from a perch at one end to a perch at the other. You did not say whether the bird can fly but I'm guessing it can't so length would not be as important. I think twice the length of the bird and wide enough so that the bird can turn around or spread its wing(s) without touching the bars would be big enough. Doves do not need nests unless they are actually nesting but they do like an occasional bath and the love to dust bathe.
