Short-tailed light morph, but the range is Florida.

White-tailed is another possibilty and their range is Gulf coast of Mexico and southern Gulf coast of Texas, plus some near the Pacific in Mexico.
But these usually have clay red tones on thier shoulder tops and back. However, the juveniles do not, but they are not all white like this on their neck and chest. So maybe this is a transitional from juvie to adult and it has the adult white necka dn chest but not the clay red shoulder tops and back.

I think it's a juvenile something or other. :P

Sorry, I should have been specific about the location. It was on the New Mexico side of the Colorado/New Mexico border. South of Red Mesa.

If I'm reading my Sibley's right it should be a juvie Red-tailed Hawk, perhaps?

By range you have either a Swainson's or a Red-tailed. It's not a Swainson's Hawk; there's no white on the chin, it's too light for a dark morph , and the primary projection isn't long enough. I see some streaks on the belly: a faint belly band.
This is a Red-tailed Hawk, southwestern subspecies (B.j. fuertesi).

Agree with Liam. I see a faint belly band so I'd go with Red-Tailed.
