Royal. Bill color and the fact that it is already going bald (losing breeding plumage).

Agree Royal.

In flight, to identify Caspian look for full black on the outer 1/3 of the underwing. In Royals, as shown in your pic, only the edges of the primaries show black. I find that looking for bill color in flight is very difficult. (And juvenile Caspians have orange bills...urgh.)
