(Wilson's Plovers breed on East Coast but furthest north is the southern end of the Delaware Penisula.)

I'm going to say juvenile killdeer, but I'm not sure.

ok..so i went to a spot on base where birding tours are, and sightings reported killdeer. I saw only 1 black stripe so i got confused
