blue/indigo bunting?

What bird is this?
I saw it on the edge of a wetland near Utah Lake yesterday (in July). Although it looks like an indigo or blue bunting I have 3 bird identification programs and none of them show either species with a white tail variant, and the song does not match either. What do you think it is?
