Just a thought. Wait for other opinions, but with that droopy bill maybe Dunlin.

Just noticed that my guide indicates Dunlin is a Winter bird for our area, but checked Ebird and there have been sightings at HRS all Summer.
Perhaps the truth depends on a walk around the lake - Wallace Stevens

Bill doesn't appear thick enough for Dunlin and during this plumage, Dunlin would show at least a little black on the belly.
I'm thinking Western Sandpiper.

Liam, I agree with you. Thanks for the correction. The facial pattern and coloring seem to be a better fit too.
