I agree on the 2 American Kestrels. The one on the right has the double black stripes on its face.

The hawk looks more like a juvie broad-winged to me.

thats what I was thinking it might be something else.. I didnt see any of the black under the wing tops.. will see if I have a better picture

lacking of dark on the shoulder bars on the hawk should rule out red tail. and to me it looks like a Broad, w. hawk
