Mystery bird near Mt. Rainier

I saw this bird in a parking lot in Mt. Rainier National Park. My non-birding brother-in law thinks it's a Gray Jay but I'm pretty sure that's not the case. It was approximately Robin-sized.

He's right. Looks good for an Immature Gray Jay.

Thanks Looks like you guys are right. As a rookie juveniles sure throw me off.
