I was in New York City recently and saw this flying above highline park. I thought it looked unusual so I snapped a photo. It looks most like a Flesh-footed shearwater to me, but it's so far out of range that it seems highly unlikely.

Agree with Juvenile Herring Gull. Shearwater are pelagic species found almost exclusively offshore in the open ocean.

Agreed, and a specific field mark to look at is the barred undertail coverts. None of the shearwaters I'm aware of show those.
