I believe the OP is in New England. New Jersey, I think. This looks like a Boat-tailed Grackle. Short-ish tail could be due to molt. The feather alignment resembles Boat-tailed more than Common to me.
Oh, and it's on a beach, eating a sea creature. Which makes Boat-tailed even more likely.
