Seen at Bombay Hook. Any ideas? I feel like they all are either Forster's or Common.

Agree with all of Psweet's IDs. Additionally, the bird in four has a longer tail, which is a good mark for Commons, especially in breeding.

Nope, bill would be a light yellow and the forehead would show a distinct white patch.
