Confirm - Juvenile Bald Eagle?

Based on bill size and shape and the overall color of the bird I had this one down as a juvie Bald Eagle. This shot was taken at Finley National Wildlife Refuge on 4/9/2010. Apologies for the poor photo quality.

Agreed, too much white and too large of a bill for a Golden.
