Looks like a lighting issue. Reflection from the sun makes it look white. The bird may be a Turkey Vulture in molt.

If lighting were the case, I think more of the bird would be effected. This looks like a leucistic Turkey Vulture to me. Wing shape, tail shape, and size eliminate other similar raptors.

Definitely a Turkey Vulture. I'm inclined to agree with Liam that its a leucistic individual that has some pigmentation issues in some of its feathers. They are a species that are recorded fairly regularly with these sorts of mutations, imo.

Life List: 586

Latest birds: Northern Goshawk, Greater Sage-grouse, Sage Sparrow

2013: 446 species

I don't know, Liam. The parts of the bird that are bright, the right wing from the body out to the elbow and part of the tail, all appear to be in the same plane and reflecting light back at the camera. It looks like the sun is low enough in the sky to cause strong reflections. Also the image appears to be overexposed by quite a bit. Notice how the sky is washed out. It may be leucistic as you say, but there are lighting issues with the photo.

I agree with Liam that this bird is leucistic, you can see individual feathers (white and black) in the tail and on the left wing. I also agree that it's a TV.

The white is not the light or camera expousre. I seen it before i could get the camera up ,also on the back of the bird. Dont mean to sound stupid, but could u tell me what TV means?

Turkey vultures are the birds that are commonly, but incorrectly, called "buzzards". Buzzards are actually a species of hawk found in Europe.
