What Hawk?

I'm pretty good at identifying hawks in the air but suck at it while they are perched. This one is perched. What hawk is it?

It's out of my range, but looks like a juvy Gray Hawk(?)

Out of range for Gray hawk for sure. Sorry I forgot to put Colorado Front Range as where the photo was taken. After spending some time with my Sibley's I'm wondering about a Praire Falcon. The face doesn't quite fit Swainson.

Juvenile Swainson's. A Gray Hawk would definitely be out of range, and early September is awfully early (but not impossibly so) for a Rough-leg. Also, a Rough-leg shouldn't show the dark malar and upper breast that this guy does. A Prairie Falcon won't have those dark areas on the upper breast, either, and would have a larger head, resulting in smaller 'shoulders'.
