AZ Hawk?

SE AZ near Mexico, early Sept. I believe this is a Red-tailed Hawk. Saw this bird in middle of no where desert near Mexico. Border Patrol just passed me, slowed down & then drove off as I was parked to take this photo.
I think I see red in the tail but the belly band is weak.

I'd say red-tailed.
