Lost bird? Advice needed

A friend saw this bird at a park, biting the resident ducks in the butt when food was involved. Is it a lost pet...any advice? Here's photo:

Have you seen any posters, etc for it ? Is it always there- or is this a one time thing?

Yeah, it's a Cockatiel - definitely a lost pet. I hope someone can catch it! Poor thing is very unlikely to survive the winter.

If it's in SoCal it might survive just fine! If it can find food and not become food.

It will be fine in Northern Cal. I've had friends that kept Cockatiels there in aviaries all year round. Also, hookbills are notoriously feisty, as this one has demonstrated. :)
