Immature Bald Eagle?

Seen today near London, Ontario, soaring above and coming down quite low.

Yes and it looks like a young juvie too. A year or a year and a half old. Mostly brown body with little white.

That bird hatched this year -- by this time next year he'll be showing at least a few shorter secondaries where he's molted.
