I think it's a Rough-legged Hawk. The back is pretty solidly dark, without the v shaped speckle pattern a Red-tail should show.
There are 976 species on the ABA list. Looks like I've got a lot of birding to do... 400 species to go, give or take a few.

I'd go with RLHA based on the GISS, but far from sure on these shots.

Yeah, I am pretty sure its a Roughie as well.

Here is another photo which I believe is the same bird. I think the wrist patch will confirm what all of you have felt was an RLH
