This gorgeous bird sat on the street lamp post outside our house in Omaha, NE. He was not very big, but what was humorous was that we had a red-bellied woodpecker in our tree at the time, who pushed himself flat against a tree branch, opposite of where the hawk was, and sat there motionless for a good 5 minutes or more even after the hawk had flown away.

Cant help with the ID, but I have seen all types of woodpeckers do that when a hawks around, especially downys.. it is amazing how still they stay.. other birds fly off in every direction and the woodpeckers stay put

I think it's a sharp-shinned hawk - immature

Stern expression, rounded tail, and thin breast streaking make this an immature Cooper's.

One day last Winter a Sharp-shinned Hawk just missed snagging a Mourning Dove then sat in a pine tree in the backyard for 20-30 minutes. All the birds at the feeders took off except a female Hairy Woodpecker and a female Downy Woodpecker. They clung to the side of another tree, motionless, the entire time that Hawk was in view.
