StyleTap is a software product for the Pocket PC that emulates the Palm operating system. This means you can run Handheld Birds on a Pocket PC. However I have had several customers complain they could not get it to work. The set up process is not trivial and I don't recommend it unless you are a tinkerer or an experimenter and don't mind when things go astray.
I was able to get it working on my iPAQ 2495 and others have had it running on the Dell Axim.
