    Southeast PA Raptor

I was walking around Westtown Lake in West Chester, PA (Chester County) at 11:30 this morning and this fella was circling the lake and also flying pretty quickly across it. Also circling above the adjacent field. The photos are not good (so be forewarned :). I have an idea what I think it is, but I don't want to influence anyone, so I'd like to hear what you think it may be and why.

As a relatively new birder, I don't have alot of experience with raptors yet, so any help would be appreciated.

    Re: Southeast PA Raptor

My first impression was a 2nd year Bald Eagle, due to the head and the way the wings are kept absolutely flat... but something seems off about it...

    Total birds seen: 205
    Latest lifers:
Brown Creeper, Field Sparrow, White-crowned Sparrow
    Favorite lifers:
Black-billed Cuckoo, Reddish Egret, Wood Stork

That was my initial thought as well, based on the wings and the behavior. I wish I was better at action photos :)

I'm confident you guys are right - immature Bald Eagle.  EDIT: It may be a 3rd year bird.
