the migratory bird treaty act and the endangered species act are the two most important laws for protecting bird habitat. A proposal issued in the middle of september seeks to eliminate the current requirement for an outside agency (such as fish and wildlife) to review a proposed development plan for its potential to negatively affect endangered and threatened species.
since the polar bear was declared endangered due to loss of habitat because of global warming, developers are worried that carbon emissions could be used as an excuse to ban a project that contains a sensitive species, the lawmakers are saying that there isnt even proof to link global warming to habitat loss to the polar bear for example.
outside agents like the fish and wildlife do not believe that the federal agencies heading a development project have the expertise to decide if species would be impacted nor could they be objective, since their main interest is to complete their project.

if you feel strongly that the proposed change would negatively impact wildlife habitat, write to senators, congress, the administrators because the law will not need approval of congress, and would take months if not years to overturn.
