He/She has a humongo nest. I had to take it from far away and then zoom. You can tell what it is, but you can't see the tail or the legs, as it's in the nest. I'd be happy for a 100% confirmation, but if it's not enough to go on, if we can whittle it down to a few kinds of Hawk, that's cool too.

Hey, my wife came in the room and I showed her the first Hawk pic up top, and she said the two white puffs look like the baby birds. I didn't even notice them. To me, they look like some white puffy stuff, like some nest filler. But the rest of the nest is all sticks and wood.

 I guess I'm asking if baby Hawks are white like that, if it's even a chance they are birds and not cotton filler out of some old couch.

Baby hawks are white. the one in your pic does seem like one.

The nest you see has been there for a few seasons. Hawks, owls, eagles, falcons, crows and other birds will use an abandoned nest year after year. Each year the pair will come in and spruce up the old nest and the nest gets bigger over the years. The white {downy} objects are probably the chicks. Yesterday my wife and I saw a golden eagle downy chick, but, it was too young too be standing up in the nest. We could see the wings moving from a distance with the bino's.  A couple more weeks and I will go back and see if I can get a picture of it. Here is a picture I took about a week ago of a redtailed hawk downy chick.

 Awesome. Looking at your pic, and googling some pics, they really do look white and cottony

that young. I think I got some baby bird pics and didn't even know it. I'm going back Sunday and

some more pictures. I'd go today, but we have thunderstorms in the area, no sun.

It will be interesting to see how the redtailed chick turns out. the tiercel {male} is a dark phased and the female is a light phased. I could only see the one chick, but, there could be more.
