Did you take this in So. Cal? If so, then you're right, it is a Snowy (I didn't check the range maps first). I was trying to make a call just from the picture, but the low resolution made it hard. To me the legs looked too light for Snowy, and the lores look kind of indistinct, where Snowys have bright yellow lores.
I was hoping it was a juvie Little Blue, so I could use Reagan's famous "youth and inexperience" line.
