    Not sure I can help with the issue of a bird proof squirrel feeder.   I can offer insight on attracting jays though.   The jays should be curious of your feeders if they are seeing other birds there.  Odds are you haven't offered anything they've liked thus far.  Try using peanuts......preferably whole peanuts...shells and all.   That will keep the other birds off them.  Offer them on a platform feeder or the coiled ones work well too.   It's amazing watching them fly off with 2 or three at a time...it's really quite entertaining watching them work it out.  You will go through lots of peanuts...these guys can be pigs.
