I was able to download it okay. As per thekiwi it is a fairly large file (apx 16.5 meg) and will require a PDF reader of some kind. I looked it over and it looks like there is some good information there. Thanks kiwi.

Right click on the link and do a save as. You will need the adobe acrobat reader it is a free app you can get it from adobe.com
