The bright orange beak drastically limits the options. Cardinals sometimes lose some or all of the feathers on their head/neck, which makes them look very weird. I would hypothesize that this is a Cardinal that lost (to this point, anyway) only the neck feathers, giving the appearance of a dark ring around the neck.
