    Can someone help with the ID of this raptor?

     
    Location  - Sauvie Island, Oregon; on the bank of the Columbia river
    Date       - 23rd Feb 2008

    Looks a lot like a juvenile bald eagle to me...

    I'm no expert, but I agree.  Juvenile bald eagle.

    It is a young bald eagle, but technically it's what's called "basic 1," which is older than a juvenile which has an all dark underside.
