i would not recognize the killdeer bill as that of a killdeer if not attached to such obvious plumage; perhaps not the greatest of examples.
i am no expert at all, just a shorebird biologist doing environmental work in northern ca. for the last 7 years and many years prior on the east coast.

try looking at brown-headed cowbird in your field guide.

The streaked breast of this bird speaks to juvenile as opposed to female. The uneven tail bars and white supercilium says Goshawk.
I must say though that my first ''impression'''was juvie Cooper's Hawk.
Alas, the accipiter id has me stumped again.
