Blue Grosbeaks are abundant there late spring to mid-fall. Not much else has that schnoz.

Lesser Goldfinch is very common there---agree that second pic reinforces that.

I'm not crazy about an Oriole for this bird---something not right about the silhouette and the tail. I'm more inclined toward a warbler, but with no clear head shot, can't think of one that fits (although I see striping coming through the face reminiscent of a Townsend's).

When I read your comment about it being out of range I was a bit surprised---I think of Townsend's and Hermit Warblers as regulars in fall and spring here, and I'm just a few hours west of you. Kryptos18:I did a quick ratio of the gutter width on the part that's visible to the hawk's total length. Assuming an average gutter width of 3.25in at the narrowest part (according to the widths I found online), that bird is between 16 and 19 inches, nowhere near 24 inches.
