Well, if it counts, I did think Gadwall. But, I'll have to agree that the head doesn't really look right. I've been looking a Galls for the last four days and they do look different than these silhouettes.
Due to the lighting difficulties, I not going to hazard any additional suggestions. But, I am curious. Were you able ...

Your right, with that bill it is almost an automatic reflex to say N. Shoveler. But, the coloring is strange. I checked some Sites just to see if there was a picture of an Immature Male which could match your bird. Nothing I found matches the coloration on your bird. I wonder if Shovelers cross with other ducks?

Had most of the same cast members back today except for the Am. Avocets.
However, did come across two new species. One was a Western Kingbird. If I hadn't been trying to count individual members of species present, I probably would not even put the binoculars on it. The other, were two Mottled Ducks mixed in with the ...

I agree also, saw 8 today on a pond in the Refinery. The white tip is a key id point. It will shine even at a pretty good distance.

Curly,
You did recognize that only did you have a picture of ...

Agreed, the only other choice would be a Sharp-shinned which is smaller. The tails of the two are differently shaped. One, rounded and the other square.

Thanks for the info on the Krestrels being here.
We usually have several pairs winter in the Refinery. I just haven't had the chance to see them yet. The body of the bird from the other day was very brown, but I didn't get a chance to see any other marks as the bird left the area.
